Office of Research Commercialization (ORC)

The Office of Research Commercialization (ORC)—established in May 2019 as KMWSH, the technology transfer unit for the SAMANSIC Coalition—serves as the essential bridge between sovereign scientific discovery and marketplace deployment. Partnering with innovation hubs in Turkey, Jordan, Canada, and Indonesia, the ORC's primary mission is to identify high-potential discoveries emerging from the five SAMANSIC sovereign programs, secure intellectual property rights through patents, and execute license agreements with established defense and aerospace firms or new startup ventures, thereby generating revenue that is reinvested into continuous research and development.

The SAMANSIC strategic framework comprises five integrated programs that fundamentally reconceptualize national sovereignty as a living, conscious organism rather than a static territory to be defended. The SOF Innovation SOVEREIGN Program delivers a turnkey special operations force using quantum geophysical carrier modulation for undetectable communications, rendering conventional RF networks obsolete. The Air Mobility SOVEREIGN Program transforms eVTOL aircraft into the sensory and response layers of a unified national operating system, integrating magnetic backup navigation and rim-driven fan propulsion. The OMEGA SOVEREIGN Program powers the nation as a "planetary holobiont" through the EGB-AI (SIINA 9.4) and MSD Triangulation of geophysical, biological, and cognitive manifolds, achieving a verified $247 return per dollar deployed. The Geo-Bio Supreme AI Program functions as a planetary immune system that perceives threats as dissonant geometric states days or weeks in advance. The Open-R&D SOVEREIGN Program operates as a deliberately unconstrained emergency laboratory, powered by the CBCIIN network of over 700 innovators, to produce rapid solutions for pandemics, climate disasters, and emerging threats.

Through the ORC's structured technology transfer pathway—from technology assessments and patent protection to pilot projects and portfolio scaling—these five programs translate innovative ideas into real-world sovereign capabilities. The result is a fundamental shift from reactive kinetic engagement to preemptive homeostatic resilience: security achieved not through a single shot fired, but through the mathematical certainty that the planet's own magnetic and gravitational fields fight on the defender's behalf, while the ORC ensures that each innovation reaches the marketplace with speed, sovereignty, and sustained reinvestment.

SAMANSIC Transformative Sovereign Asset

SIINA: Sustainable Integrated Innovation Network Agency-(Ω)

SAMANSIC (Strategic Architecture for Modern Adaptive National Security & Infrastructure Constructs), founded by Muayad S. Dawood Al-Samaraee, is a nonprofit sovereignty innovation coalition of 700+ experts across 17 global nodes. Its portfolio includes the L2M Hub (1993), P3 Hub (2002), Office of Research Commercialization (Jordan 2002, Germany 2007, Netherlands 2016, Turkey 2019, Canada 2021), Office of Experts Management (2001), SIINA Agency (Ω-tech infrastructure), CBSIA (Ω-education infrastructure), and CBCIIN (Ω-innovation infrastructure). Al-Samaraee’s family legacy in national security engineering dates to 1917; SAMANSIC aims for MITRE.org‑equivalent capability as “twins” in science and humanitarian missions. Operating as a trust‑based cross‑border partnership, it integrates AI, biophysical primacy models, passive early warning systems, and pilot‑validated tech into the “Omega Architecture”—a whole‑of‑government OS for defense, justice, and critical infrastructure. Drawing on Al-Samaraee’s post‑conflict governance and FAA‑derived aerospace standards, SAMANSIC enables reactive‑to‑proactive resilience. Omega’s replacement cost is $1.6–$2.4B (25 years R&D); its 2026‑2036 global market is $12.4–$18.7T (displacing $9.8–$14.6T in defense spending, adding $2.6–$4.1T in adjacent markets). This “cognitive immune system” costs ~1/10th of the $2.44T annual global import of vulnerable platforms, redirecting trillions to human development and engineered sovereignty. www.samansic.com | www.siina.org
